As the reader will quickly notice, this version is not complete, and even where text is in place it is occasionally closer to notes for a first draft than a proper first draft. My apologies for that. Still, much of the general sense of the argument is in place, and the reader can get a sense of what will be presented in the eventual Part IV from the introduction. Also, the present version of Part I is in fact a placeholder; it simply repeats verbatim (but with citations omitted) the introduction to the earlier article in this series, Galle & Leahy (2008).
